Grayson Ardies

Executive Director, ODAA

The Commission is a state agency in charge of promoting aviation and aerospace across the state, including the 108 public airports that comprise Oklahoma’s air transportation system. Ardies’ emphasis is on promoting the aerospace industry, the state’s second largest industry; planning and development of the state’s air transportation system; and encouraging public-private partnerships to enhance the aerospace industry and support workforce development. Director Ardies graduated from the University of Oklahoma with a degree in Aviation Management with minors in Business Administration and Air Traffic Control. As part of his education through the aviation program, he also received a commercial pilot’s license with single and multi-engine instrument ratings and is a certified flight instructor.

Glenn Boles, FAA

Manager, Arkansas/Oklahoma Airports District Office

Glenn is the manager of the Federal Aviation Administration’s Arkansas/Oklahoma Airport District Office. Mr. Boles is responsible for overseeing and directing implementation of the Airport Improvement Program and the Bipartisan Infrastructure Law program. Planning, implementation and oversight of these programs require constant coordination between his team, local airport and city officials and their consultants. Federal grants provide resources to Airport Sponsors to improve safety, meet FAA design standards, preserve existing infrastructure and satisfy unmet operational needs. Glenn has been with the FAA for over 30 years. He holds a Bachelor of Science degree in Architectural Engineering from the University of Kansas and is a diehard Jayhawk! Glenn and his wife just celebrated their 30th wedding anniversary. They have two children. Their son graduated from the University of Arkansas recently as has begun his professional career. Their daughter is a senior in high school and plans to attend the University of Arkansas this fall. Away from the office, Glenn enjoys sports, taking on house projects, or simply hanging out in the garage playing with a hot rod.

Cole Brown

Director of Operations, Tulsa International Airport

Mr. Brown joined TAIT in November of 2015, and is now serving as the Director of Operations. His previous roles included Tulsa International Airport’s Airfield Maintenance Manager, Airfield Maintenance Team Leader, Facilities Support Specialist, and Heavy Equipment Specialist. In his current role, Mr. Brown is responsible for leading airport operations and services of the Tulsa International Airport including airfield maintenance, airfield operations, airport security, ARFF, fleet maintenance, and airfield/terminal electrical maintenance. He is a graduate of Oklahoma State University with a Master's Degree in Aviation and Space, and a Bachelor’s Degree in Aerospace Administration and Operations, with a minor in Enterprise Development. He is a Accredited Airport Executive with the American Association of Airport Executives and is an Airport Certified Employee (ACE) in Operations. He is also a member of the TAU Sigma Honor Society and a member of the National Society of Collegiate Scholars. Aviation and people are Mr. Brown’s passions.

Michelle Bouziden

Senior Project and Grants Manager, Oklahoma Department of Aerospace & Aeronautics

Michelle Bouziden began her career at the Oklahoma Department of Aerospace & Aeronautics in February 2015 and serves as the Senior Project and Grants Manager for the Airports Division and Aerospace and Aviation Education Grant Program. As the Senior Project and Grants Manager she is responsible for the management of grants awarded through the Department’s Five-year Airport Construction Program, which directs approximately $25 million of federal, state and local funding each year for the construction, repair and maintenance of Oklahoma’s public-use, general aviation airports. Her duties include coordinating with community sponsors, city officials, airports, consultants and the Federal Aviation Administration on grant management and contract documents, ensuring grants are managed according to Oklahoma statute and that all grant assurances are met. Michelle is responsible for grant making practices, procedures and standards, reviewing and processing invoices, maintaining records of complex financial data, invoicing sponsors for monies owed to the Department and conducting financial audits.Within ODAA’s Aerospace and Aviation Education Grants Program, Michelle serves as a resource to schools and organizations interested in the program, processes grant applications and contract documents, reviews invoices and supporting documentation and works to administer payments in accordance with state statute. She also serves as the agencies Administrative Rules and DBE Liaison.Michelle holds a Bachelor of Science in Business Administration from Southern Nazarene University and an Associates in Elementary Education from Rose State College. She is also a Certified Procurement Officer for the State of Oklahoma.

 Trent Ballard, C.M., MPA

Airport Manager, Aviation City of Arlington  

Trent has been with the Arlington Municipal Airport since 2014, serving as the Airport Manager since October of 2021. Prior to coming to the City, Trent worked in the private sector at Harrison Aviation as a Line Service Technician. He has held City positions as Airport Maintenance Technician, Airport Operations Supervisor and was Assistant Airport Manager from 2016 to 2021. In 2024, Trent oversaw the acquisition of the airports Fixed Base Operator, bringing under the operation of the Airport. He has a bachelor’s degree in Aerospace Administration and Operations from Oklahoma State University and a Master of Public Administration from the University of Texas at Arlington. He carries the Certified Member designation from the American Association of Airport Executives.

Thomas Galloway, CM, A.C.E.

Aviation Program Manager, Oklahoma Department of Aerospace and Aeronautics

Thomas Galloway joined the Department in June 2020. As an Aviation Program Manager, he is responsible for 5010-1 Master Record updates by conducting pavement and safety/standard inspections at Oklahoma’s public-use, general aviation airports. Thomas assists with developing the Airport Construction Program (ACP) and updates to the Oklahoma Airport System Plan (OASP). He also conducts airspace zoning reviews and prepares related permitting documents per the Aircraft Pilot and Passenger Protection Act (APPPA).

Before coming to the Department, Thomas worked as an Operations Specialist at the Crater Lake – Klamath Regional Airport in Klamath Falls, Oregon, in addition to a prior background in the oil and gas industry. Thomas’ educational background includes a Bachelor of Science from Embry-Riddle Aeronautical University, Prescott Campus, and Certified Member and Airport Certified Employee Designations from the American Association of Airport Executives.

Outside of the office, Thomas is an active member of the aviation community flying gliders, powered aircraft, and hang gliders. He is heavily involved flying gliders as member of the Oklahoma Soaring Society and volunteers with the Oklahoma Civil Air Patrol. He is an Experimental Aircraft Association (EAA) Lifetime Member, an EAA Chapter 24 Member, a Vintage Airplane Association (VAA) member, an AOPA Member, and a Licensed HAM Radio Operator.

Lisa Jewett

Airport Manager, Grove Regional Airport

Lisa M. Jewett has served as the airport manager at Grove Regional Airport in Grove, Oklahoma since 2009. She has led the airport through significant growth and development in the last thirteen years. In addition to a new, five thousand (5,000) square foot terminal building, she has been responsible for overseeing the development of the west side of the airport where new taxilanes and hangars have been constructed. She is responsible for the financial planning, implementing and coordinating the day-to-day operations of the airport in accordance with the goals of the Grove Municipal Airport Managing Authority. Lisa has served as a past president of Oklahoma Airport Operator’s Association as well as a board director. She has also served in city government for over 20 years, including Mayor and Police Commissioner of her town in Fairland, Oklahoma. Lisa’s goals are to work in helping further community relationships with the aviation community, moving the airport on to the next level of excellence together.

Dan Luttrell, C.M., ACE, OCAP, LEED Green Assoc.

Airport Director and Vice President of Industrial Assets, Ardmore Development Authority

Dan Luttrell is the Airport Director and Vice President of Industrial Assets for Ardmore Development Authority, overseeing Ardmore Municipal Airport, Ardmore Downtown Executive Airport and all property owned and managed by the ADA. Dan was born and raised in Edmond, OK before graduating from Oklahoma State University in 2002 with degrees in Construction Management and Architecture. After 20 years in commercial construction as a project manager, Dan changed careers and went to work for the ADA as the Industrial Parks Manager at Ardmore Municipal Airport. After two years he took over the role as Airport Director.Dan is active in the American Association of Airport Executives (AAAE), the South Central Chapter of AAAE , US Contract Tower Association and the Oklahoma Airport Operators Association. Dan is a Certified Member of AAAE, a AAAE Airport Certified Employee in Planning and Environmental and an Oklahoma Certified Airport Professional.Dan also serves on the Board of Directors for South Central Chapter of AAAE as the Oklahoma State Director, the Board of Directors for US Contract Tower Association and is the Vice President and Chairman of the Legislative Committee for Oklahoma Airport Operators Association.

Lance Lamkin  A.A.E.

Airport AdministratorMax Westheimer Airport

Lance Lamkin, A.A.E., is a seasoned aviation professional with extensive experience in airport management, aviation education, and industry leadership. Currently serving as the Airport Director at Max Westheimer Airport (KOUN) since 2018, Lance has successfully secured over $60 million in federal and state funding since 2020 for major airport improvement projects, ensuring the facility's continued growth and modernization. His leadership spans supervising operations, managing tenant and business contracts, budgeting, and directing air traffic control tower functions.

Lance has been an Professor at the University of Oklahoma's School of Aviation since 2018, where he inspires future aviation leaders through courses in airport management and operations. His innovative teaching approach blends academic instruction with practical field experiences, preparing students for real-world challenges in the aviation industry.

Lance is deeply committed to advancing the aviation profession through his volunteer efforts with the American Association of Airport Executives (AAAE). As a researcher for the General Aviation (GA) ACE program, he played a pivotal role in developing training modules for GA airport managers across the U.S. Additionally, his long-standing involvement with AAAE includes leadership roles such as Vice Chair of the Academic Relations Committee and board member for the FAA Contract Tower Program.

Lance's professional journey began with operational roles at regional airports and airlines, where he honed his skills in airfield safety, security, and management. His achievements have been recognized through numerous awards, including the SCCAAAE General Aviation Professional Award (2024) and AAAE Leadership Awards (2022).

 

Paula Jordan-Foster, A.A.E.

President & CEO, Jordan Aviation Strategies (JAS)

Paula Jordan-Foster is an aviation executive with over three decades of experience in airport management, airline negotiations, and financial planning. As the President and CEO of Jordan Aviation Strategies (JAS), a DBE-certified, woman-owned firm, Paula provides specialized consulting services to airports of all sizes, offering guidance on airport management policies, rates and charges, airline negotiations, use agreements, lease agreements, and various financial strategies.

Before founding JAS in 2021, Paula dedicated 22 years to Dallas Fort Worth International Airport (DFW), where she played a pivotal role in renegotiating airline use agreements, rate and charges modeling, managing major terminal development and consolidated rental car initiatives. Her expertise and ability to foster strong relationships with airlines, government agencies, and airport tenants underscores her reputation as a skilled negotiator and strategic thinker.

Paula’s career began at Texarkana Regional Airport, where she served as Airport Director for six years, overseeing record-breaking airline growth, capital improvement projects, and the airport’s first PFC program. She has also been a key figure in legislative advocacy, successfully testifying against restrictive rental car legislation in Arkansas, which set a precedent for airports nationwide.

Paula has received the AAAE Distinguished Service Award, AAAE Chair’s Award and has held board and committee positions in numerous aviation organizations. She currently chairs the South Central Chapter/AAAE Loretta Scott Accreditation Academy Committee and is Vice-Chair of the AAAE Real Estate/Commercial Development Committee

Paula holds a Master of Business Administration, a Bachelor of Business Administration, and is an Accredited Airport Executive (AAE).

Paul Myers, USAP, C.M.

Executive Vice President and Chief Operating Officer, Tulsa Airports Improvement Trust

Mr. Myers joined the Tulsa Airports Improvement Trust (TAIT) in April 2022 as Executive Vice President and Chief Operating Officer. In this capacity, he oversees the daily operations of TAIT, including the airport operations teams at Tulsa International Airport (TUL) and Tulsa Riverside Airport (RVS), as well as facilities management, human resources, airport police, and technology functions.

Peter Van Pelt , A.A.E.

National Aviation Director, KSA Engineers Inc

Peter's a happily recovering airport manager having worked at seven airports during his management career: Aspen/Pitkin County Airport, Missoula International Airport, Southwest Michigan Regional Airport, Lambert St. Louis International Airport, Addison Airport, Stillwater Regional Airport, and Shangri La Airpark. He's a 40+ year member of the American Association of Airport Executives and served on its board of directors from 1990 to 1992. He has managed and/or provided senior technical leadership for over 100 airport planning programs since 2001. His areas of expertise include airport planning, airport development, operations and management, public outreach, and regulatory compliance. Peter has been involved in virtually every significant aspect of the airport business and has experienced many firsts in the business, including as the Founding President of the Oklahoma Airport Operators Association and Co-Founder of the SCC/AAAE Accreditation Academy, and at the time, the youngest serving member of the AAAE’s Board of Directors.

Kellie Reed, C.M.

Airport Director, Still water Regional Airport

Kellie Reed, CM, has the pleasure of serving the City of Still water as Airport Director of Still water Regional Airport. Ms. Reed is an Oklahoma State University Aviation Sciences graduate, and has worked at airports in the Southwest, Northwest, Alaska, and South Central regions. Ms. Reed is a licensed pilot who began her aviation career in Airport Operations and Airport Rescue Fire Fighting (ARFF), and developed into leadership roles in airport safety, airport security, and airport planning. Prior to moving to Oklahoma, Ms. Reed was leading the aviation planning team for an engineering firm in Alaska, and had the privilege of supporting many airports throughout Alaska and the Pacific Northwest. In her free time, Ms. Reed enjoys spending time with her husband and young kids, exploring Oklahoma, learning homesteading skills, baking, and traveling with her family.

Matthew Ranck, P.E., C.M., CFM

Team Leader, Garver’s Oklahoma Aviation

Matthew Ranck is Garver’s Oklahoma Aviation Team Leader, bringing over 26 years of extensive experience in municipal civil engineering, construction management, and airport consulting. He is a graduate of the University of Oklahoma with a degree in civil engineering and his areas of expertise include infrastructure design, project management, scheduling, quality control, risk assessment, and mitigation. Throughout his career, Matt has overseen hundreds of millions of dollars in infrastructure projects across Oklahoma. For the past nine years, he has focused exclusively on aviation, working daily with state and federal aviation offices to improve airports ranging from small general aviation (GA) to commercial airports across the state.Matt currently serves on the Oklahoma Aviation Academy (OAA) Advisory Committee for Norman Public Schools. He has a passion for mentoring young people and, as a homeschooling father of three, began teaching the AOPA high school “You Can Fly” curriculum to his homeschool co-op in 2022. This was the first non-traditional high school AOPA program in Oklahoma and the fourth in the nation. Recognizing the need to share this curriculum with other homeschooling groups, he started the P91 CHASE (Christian Homeschool Aviation STEM Education) program at the Rose State College Campus in 2024, serving students across the greater OKC area and beyond. In the fall of 2025, in partnership with Rose State and the ODAA, P91 CHASE is scheduled to offer all four years of the high school aviation curriculum.

Katie Stachowiak

Airport Engineer, Oklahoma Department of Aerospace and Aeronautics

Katie is an Airport Engineer with the Oklahoma Department of Aerospace and Aeronautics.  She is involved in various airport construction projects including pavement design and pavement rehabilitation, ensuring that the projects progress on time and meet high quality standards.  She conducts annual airport pavement inspections, analyzing the pavement conditions and providing summary reports for each airport. She is also responsible for preparing grant applications for FAA funding, overseeing the project bidding process, making site visits and inspections throughout the construction process, negotiating costs for preliminary engineering reports, and is involved in pavement design and planning for pavement rehabilitation projects.  Katie has a BS in Geological Engineering from the Colorado School of Mines and a MS in Civil Engineering from Tulane University.  Katie is a licensed professional engineer in Oklahoma, Louisiana and Mississippi. She is married with identical twin daughters attending Oklahoma State University and a son in eighth grade.

Jeremy Stoner

Senior Vice President, Oklahoma Finance Authorities

Jeremy is Senior Vice President of the Oklahoma Finance Authorities where he is responsible for identifying and providing financing solutions in all forms, including grants, loans, conduit bonds, and incentives for public infrastructure and economic development projects throughout the state of Oklahoma.

Prior to joining the Oklahoma Finance Authorities, Jeremy spent 12 years with MidFirst Bank in various roles for consumer, mortgage, and commercial lending.  Many of his roles in banking and now at the OFA prioritize customer service, training and helping solve complex problems. 

Mr. Stoner is a native of Northwest Oklahoma and holds a Bachelor of Science degree in Agricultural Economics with a minor in Finance from Oklahoma State University.  Jeremy also holds a Masters in Business Administration from the University of Central Oklahoma.

Married to his high school sweetheart for 24 years, Jeremy & Abby reside in Guthrie with their six children. 

Craig J. Smith 

Executive Director, Oklahoma Space Industry Development Authority and the Oklahoma Air & Space Port and Industrial Park at Clinton-Sherman Airport (CSM)

Craig J. Smith was named the Executive Director of the Oklahoma Space Industry Development Authority and the Oklahoma Air & Space Port and Industrial Park at Clinton-Sherman Airport (CSM) in April 2020. This public-use airport and industrial airpark has facilities in place for aerospace testing, research and development, and is licensed for horizontal launches and landings, and suborbital flights.

Smith previously was a communications specialist for Leidos working at the FAA Mike Monroney Aeronautical Center in Oklahoma City. Prior to that he served

on the staff of a Governor, Members of Congress, and a U.S. Senator. An experienced leader with a demonstrated history of accomplishments working in both state and federal government roles, Smith has worked in public affairs, political communication, grassroots organization, economic development, and legislative relations capacities.

Smith grew up in Oklahoma and holds a Master’s in Communications from Northeastern State and a bachelor’s degree from Oklahoma State University. He and his wife of 30 years have two adult children and a Golden Retriever.

Steve Scheibner

Commander, U.S. Navy Reserve American Airlines

Steve was born Oct. 21t 1960 in Royal Oak, Michigan. His parents worked for the Michigan Central Railroad and lived in a modest home in Livonia, Mich.In 1972, Steve and his mother moved to Chadds-Ford,PA and Steve graduated from Unionville High School in1978. He earned a B.S. in Economics from West Chester University in 1982.Upon graduation, he joined the U.S. Navy and was commissioned and trained as a pilot in 1983-84. He married his college sweetheart Megan, in July of 1984 and they began a life together that to date, has included eight children and 15 moves. 

Steve was deployed three times in four years flying the P3 Orion. Steve left active duty in 1991 and was hired by American Airlines the same year. He currently flies the Boeing 757 and 767 out of Boston's Logan Airport normally flying routes that take him to the west coast. His total flight time is well over 12,000 hours.During the late 90's, Steve started his graduate education at Calvary Baptist Theological Seminary in Lansdale PA. He was awarded a Master of Arts in Theological Studies in 2006 and a Master of Arts in Christian Ministries in 2007. 

Steve earned his Doctor of Ministry degree in May 2011 from Gordon-Conwell Theological Seminary. His dissertation topic was the role of parents in the character development of children.In July of 2000, Steve, Megan, and the family, moved to Georgetown, Maine where Steve founded Cornerstone Baptist Church. The church has grown over the years and current attendance tops 225 per Sunday service. Steve has remained active in the Navy Reserve. In 2001,Steve was asked to design and teach a course in Navy Core Values. The course has found broad acceptance and Steve is a highly sought after trainer and motivational speaker. More than 10,000service members have attended his Core Values seminars, since it's inception in early 2002.Steve and Megan are instrumental in the lives of young parents. 

They have developed aparenting course entitled Parenting Matters; The Nine Practices of The Proactive Parent. They travel extensively, teaching weekend parenting seminars. Steve recently adapted and taught his Navy Core Values training to the entire student body and faculty of Clear water Christian College in Clear water, FL. He is also the author of several books and studies.Steve and Megan enjoy opening their home to young people and you will usually find acrowd at the Scheibner's house. In his spare time, he sleeps, watches the Red Sox, and drives his children to sports practice, all while attending weekly meetings of Overachiever's Anonymous.Steve is currently a Commander in the U.S. Navy Reserve and a First Officer for American Airlines. He recently retired as Senior Pastor of Cornerstone Baptist Church of Topsham, ME. to become the President of Character health Corporation; a non-profit conferen ceministry aimed at equipping parents to train the next generation of character-healthy leaders.

Austin Wheeler, C.M.

Airport Manager, Tulsa Riverside Airport

Mr. Wheeler joined TAIT in August 2015 as an airfield operations officer. He graduated from Oklahoma State University in 2015 with a Bachelor’s degree in Aerospace Administration and Operations. He has received the designation of certified member as well as airport certified employee in operations through the American Association of Airport Executives. He was in the inaugural class of OAOA’s Oklahoma Certified Airport Professionals. He has completed FEMA emergency training in ICS-100, ICS-200, ICS-300, ICS-700, ICS-800. In June 2019, Mr. Wheeler was promoted to Airport Manager at Tulsa Riverside Airport, the reliever airport to Tulsa International. Mr. Wheeler enjoys overseeing the day to day operations at the busiest airport in the state of Oklahoma.

Nick Young, C.M.

Airports Division Manager, Oklahoma Department of Aerospace & Aeronautics

Nick Young was named Airports Division Manager for the Oklahoma Department of Aerospace & Aeronautics in August 2021. Young joined the Department in October 2019 as an Aviation Program Manager.

As head of the Division, he is responsible for the agency’s many airport programs including the Airport Master Record safety and standards inspection program at Oklahoma’s public-use, general aviation airports as well as the airport pavement management program. Young oversees the development and execution of the agency’s 5-year Airport Construction Program (ACP) which provides federal and state grant funding for airport infrastructure and updates to the Oklahoma Airport System Plan (OASP). Other activities within the Division include airspace zoning reviews and related permitting authority in accordance with the Aircraft Pilot and Passenger Protection Act (APPPA), overseeing military training airspace regulations within Title 17, airport grant administration, and outreach for operational/technical support at Oklahoma’s 108 airports within the public airport system.

Prior to joining the Department, he served as an Airport Operations Officer for Max Westheimer Airport in Norman, OK and Construction Assessment lead for the Oklahoma Disaster Recovery Project. Nick earned a Bachelor of Science degree in Aviation Management from the University of Oklahoma and a Master of Business Administration degree with emphasis in Aerospace Logistics from Southeastern Oklahoma State University.  He is also a Certified Member of the American Association of Airport Executives (AAAE).
