Femi Adeoye

Femi Adeoye, P.E., CFM, PMP

Manager (A), Arkansas/Oklahoma Airports District Office

Femi is the acting manager of the Federal Aviation Administration’s Arkansas/Oklahoma Airport District Office. Mr. Adeoye is responsible for overseeing and directing the implementation of the Airport Improvement Program and the Bipartisan Infrastructure Law program. Planning, implementation and oversight of these programs requires constant coordination between his team, local airport, city officials and their consultants. Federal grants provide resources to Airport Sponsors to improve safety, meet FAA design standards, preserve existing infrastructure and satisfy unmet operational needs.

Femi has been with the FAA for about 10 years. He holds a master’s degree in civil engineering from the University of Texas at Arlington and another master’s degree in project management from the University of Lagos, Nigeria. Femi is a registered Professional Engineer. Away from the office, Femi enjoys sports, international travel and reading.

Grayson Ardies

Executive Director, ODAA

The Commission is a state agency in charge of promoting aviation and aerospace across the state, including the 108 public airports that comprise Oklahoma’s air transportation system. Ardies’ emphasis is on promoting the aerospace industry, the state’s second largest industry; planning and development of the state’s air transportation system; and encouraging public-private partnerships to enhance the aerospace industry and support workforce development. Director Ardies graduated from the University of Oklahoma with a degree in Aviation Management with minors in Business Administration and Air Traffic Control. As part of his education through the aviation program, he also received a commercial pilot’s license with single and multi-engine instrument ratings and is a certified flight instructor.

Cole Brown

Director of Operations, Tulsa International Airport

Mr. Brown joined TAIT in November of 2015, and is now serving as the Director of Operations. His previous roles included Tulsa International Airport’s Airfield Maintenance Manager, Airfield Maintenance Team Leader, Facilities Support Specialist, and Heavy Equipment Specialist. In his current role, Mr. Brown is responsible for leading airport operations and services of the Tulsa International Airport including airfield maintenance, airfield operations, airport security, ARFF, fleet maintenance, and airfield/terminal electrical maintenance. He is a graduate of Oklahoma State University with a Master's Degree in Aviation and Space, and a Bachelor’s Degree in Aerospace Administration and Operations, with a minor in Enterprise Development. He is a Accredited Airport Executive with the American Association of Airport Executives and is an Airport Certified Employee (ACE) in Operations. He is also a member of the TAU Sigma Honor Society and a member of the National Society of Collegiate Scholars. Aviation and people are Mr. Brown’s passions.

Christopher Bryan

Christopher Bryan

Co-Founder, Chief Technology Officer & Director of Photography, Narrative Structure

Christopher Bryan is an accomplished commercial photographer and visual storyteller known for creating striking imagery and emotional resonance through both photos and films. He serves as Co-Founder, Chief Technology Officer, and Director of Photography at Narrative Structure. Christopher picked up his first camera nearly forty years ago — a gift from his grandmother that sparked a lifelong pursuit of the craft and ultimately led him to open his studio full-time in 2014. In addition to his work behind the camera, he brings a rare combination of creative instinct and technical precision to aviation and aerospace projects, shaped by more than two decades of experience in information technology. Raised in western Oklahoma around general aviation, Christopher developed an early connection to the industry that continues to inform his professional work today. He is also FAA Part 107 certified.

Narrative Structure is a specialty media house based in Tulsa, Oklahoma dedicated to the documentation and preservation of visual stories. Their commercial photography work in aviation and aerospace is informed by a deep understanding of the industry itself, with knowledge and experience capturing the work and people of active airports, MRO facilities, and manufacturing environments safely and accurately. As experts in media preservation, they work with museums, companies, and individuals to digitize and archive a wide range of photo and video formats, ensuring existing visual stories continue to live on.

Zachariah DeVeau

Aviation Planner, Kimley-Horn

Zach is an aviation planner with 14 years of experience supporting aviation programs within state agencies. His expertise spans state aviation system planning, airport master planning, and airport layout plan development, with a strong specialization in aviation economic impact analysis. During his 14 years with Kimley-Horn, Zach has contributed to 15 aviation system plans and economic impact studies across the United States, including multiple efforts within his home state of Florida. His work in economic impact analysis has helped state agencies and airports quantify the value of aviation, communicate benefits to stakeholders, and support funding and policy decisions. In addition to system planning and economic analysis, Zach has assisted numerous airports in developing master plans and ALPs to support long-term growth and regulatory compliance. Zach also brings a passion for creating GIS-driven solutions, developing tools for asset management, capital improvement program tracking, and data-driven decision-making that enhance efficiency for aviation clients.

Ignacio Flores

Director, Office of Airports, Southwest Region (ASW-600), Federal Aviation Administration

Ignacio Flores is the Federal Aviation Administration's (FAA) Director for the Office of Airports, Southwest Region, ASW-600. Mr. Flores is responsible for the implementation of the national aviation transportation policy. He oversees airport development in the five states covered by the FAA ASW Region. This includes the administration of the Airport Improvement Program, National Plan of Integrated Airport Systems, Airport Safety and Certification, Safety Management Systems, Passenger Facility Charge Program, environmental requirements, and other related statutory and policy programs. His responsibilities include airport design and safety requirements and airport infrastructure development; assuring sponsor compliance with terms of Federal agreements as a condition of receiving Federal aid; coordination of airport planning considerations with public and private entities; assurances that airport development preserves environmental quality; and administration of the Noise Compatibility Program.

Previously, Mr. Flores was the Deputy Director of Airports Division for the Great Lakes Region, AGL-601, where he was responsible for managing the daily operation of the Airports Division. He was also responsible for the planning, formulation, direction, implementation, and evaluation of a variety of Airports programs in the region dealing with Airport Safety and Certification, Airport Planning, Environmental, Engineering, Compliance and SMS. Previously, he also held the following positions: Manager of Safety and Standards Branch in AGL; Standards and Procedures Officer for International Civil Aviation Authority; FAA Airport Safety Inspector, and he worked at O’Hare International Airport in the operations department.

Mr. Flores holds a Bachelor's degree in Aviation from Saint Louis University and a Master's degree in Finance from the University of Illinois. He also holds a multi-engine instrument rated pilot license.

Denis Godfrey

Director, Durant Regional Airport – Eaker Field

Appointed Director of Durant Regional Airport – Eaker Field in 2025, Denis Godfrey is foremost an aviator with over 30 years of experience. He has managed operations at four airports, including the University of Central Missouri – Warrensburg, Boulder Municipal Airport in Colorado, and the ski resort destination airports of Heber Valley/Park City in Utah and Telluride in Colorado, the highest elevation commercial airport in North America at 9,067 feet. He has also managed bespoke, jet-centric FBOs serving aircraft ranging from small general aviation to BBJs. Prior to joining Durant Regional Airport, he was part of the team that produced the heralded new Light Sport Aircraft, the Spirit SE-1.

Julia Jernigan

Executive Director, Oklahoma Behavioral Health Association

Julia Jernigan is Executive Director of Oklahoma Behavioral Health Association, which is a trade association made up of private mental health and addiction treatment providers. She also works with the Oklahoma House and Senate to fundraise for various PACs as well as individual members. Her involvement with clients includes assisting them with everything from marketing, issues management, media relations, strategic planning, public policy training and fundraising.

She earned her Bachelor of Science from the University of Central Oklahoma and a Master's in Public Administration from the University of Oklahoma. Prior to her current position, she was the Program Director at the National Alliance for Mental Illness and worked in various advocacy capacities.

Julia is a member of Junior League of Oklahoma City. She is also on the Board of Directors for the Care Center, serves as the Vice Chair and Co-Founder for the Young Professional Board of ReMerge, and volunteers in various organizations in her community.

Lisa Jewett

Airport Manager, Grove Regional Airport

Lisa M. Jewett has served as the airport manager at Grove Regional Airport in Grove, Oklahoma since 2009. She has led the airport through significant growth and development over the past thirteen years. In addition to a new five thousand (5,000) square foot terminal building, she has been responsible for overseeing the development of the west side of the airport where new taxilanes and hangars have been constructed. She is responsible for financial planning and for implementing and coordinating the day-to-day operations of the airport in accordance with the goals of the Grove Municipal Airport Managing Authority. Lisa has served as a past president of the Oklahoma Airport Operators Association as well as a board director. She has also served in city government for over 20 years, including as Mayor and Police Commissioner of her town in Fairland, Oklahoma. Lisa’s goals are to help further community relationships within the aviation community and move the airport to the next level of excellence together.

Doug Lane

Deputy Regional Administrator, FAA Southwest Region

Doug Lane serves as the Deputy Regional Administrator in the Southwest Region. He is accountable for sharing the responsibilities of the Regional Administrator in a Federal Aviation Administration (FAA) service center region.

In addition to responsibilities for providing cross-functional leadership and representing the FAA throughout the region, he directs the delivery of high-quality corporate services to an extensive, diverse customer base. He interfaces with industry, the public, and various governmental organizations in collaboration with the Regional Administrator. Doug ensures delivery of quality shared services across the service area for the National Engagement and Regional Operations (ARA) organization on time and in the most efficient manner possible. These corporate services include financial services, command and control communications, and human resource support - integral to maintaining strong, safe, and efficient national and international aviation safety.

Doug has worked for the federal government for over 37 years. He began his career with the US Postal Service. Prior to his current assignment, Doug spent the last 30 years in various Human Resources positions, including Mgr. Personnel Services, Mgr., Safety and Workers’ Compensation, District Human Resources Mgr., and Area Mgr., Labor Relations. He and his family have lived in 6 different states while employed with the USPS.

Gary Loftus

Regional Airports Compliance Program Manager, FAA Southwest Region

Gary Loftus is the Regional Airports Compliance Program Manager for the FAA Southwest Region and also serves as a credentialed Part 139 Airport Certification and Safety Inspector.Gary retired from the Air Force after serving 23 years in the air traffic control and airfield management career fields. Prior to joining the FAA in 2014, he was an Airport Operations Agent, Operations and Maintenance Supervisor and Airport Security Coordinator at the Lubbock Preston Smith International Airport for seven years.

He has accumulated more than 40 years of aviation experience including becoming an Accredited Airport Executive (A.A.E.) through The American Association of Airport Executives.He and his wife Brenda have been married 46 years. They enjoy traveling, camping, riding horses and hanging out with their three married sons, eight grandchildren and two dogs.

Dan Luttrell, C.M., ACE, OCAP, LEED Green Assoc.

Airport Director and Vice President of Industrial Assets, Ardmore Development Authority

Dan Luttrell is the Airport Director and Vice President of Industrial Assets for the Ardmore Development Authority, overseeing Ardmore Municipal Airport, Ardmore Downtown Executive Airport, and all property owned and managed by the ADA. Dan was born and raised in Edmond, Oklahoma, before graduating from Oklahoma State University in 2002 with degrees in Construction Management and Architecture. After 20 years in commercial construction as a project manager, Dan changed careers and went to work for the ADA as the Industrial Parks Manager at Ardmore Municipal Airport. After two years, he took over the role of Airport Director. Dan is active in the American Association of Airport Executives (AAAE), the South Central Chapter of AAAE, the U.S. Contract Tower Association, and the Oklahoma Airport Operators Association. Dan is a Certified Member of AAAE, a AAAE Airport Certified Employee in Planning and Environmental, and an Oklahoma Certified Airport Professional. Dan also serves on the Board of Directors for the South Central Chapter of AAAE as the Oklahoma State Director, the Board of Directors for the U.S. Contract Tower Association, and is the Vice President and Chairman of the Legislative Committee for the Oklahoma Airport Operators Association.

Adam Marsh, PE

Associate Vice President, KSA, a Pape-Dawson company

Adam Marsh, PE, has 19 years of engineering experience spanning both private sector consulting and public service. He is currently an Associate Vice President with KSA, a Pape-Dawson company, leading the Oklahoma team as they support commercial service and general aviation airports. Mr. Marsh previously worked at the FAA where he served as a Program Manager in the Arkansas/Oklahoma Airports District Office. In this role, he was responsible for the Capital Improvement Plan (CIP) for over 25 airports including three commercial service airports. Adam would routinely meet with airports, review planned projects for justification and eligibility, and review grant and project activities throughout the life of each project. In addition, he worked as an internal trainer to FAA staff on reviewing and responding to Obstruction Evaluation/Airport Airspace Analysis (OE/AAA) cases. He is excited to be back at KSA where he can put this firsthand knowledge of the FAA’s processes and workflows to work for Oklahoma airports.

Paul Myers, USAP, C.M.

Executive Vice President and Chief Operating Officer, Tulsa Airports Improvement Trust

Mr. Myers joined the Tulsa Airports Improvement Trust (TAIT) in April 2022 as Executive Vice President and Chief Operating Officer. In this capacity, he oversees the daily operations of TAIT, including the airport operations teams at Tulsa International Airport (TUL) and Tulsa Riverside Airport (RVS), as well as facilities management, human resources, airport police, and technology functions.

Dr. Chris Ramseyer

Professor Emeritus, University of Oklahoma

Dr. Chris Ramseyer is a Professor Emeritus in the School of Civil Engineering and Environmental Science at the University of Oklahoma and a licensed Professional Engineer in multiple states. His research focuses on structural engineering and concrete materials, including longer-lasting construction materials for pavements and bridges and structural resistance to high-wind events such as tornadoes.

Dr. Ramseyer has participated in dozens of research projects sponsored by national and state agencies and private industry, serving as principal investigator on many of them. He has authored or co-authored more than 70 peer-reviewed papers, book chapters, and technical publications, and has delivered numerous presentations at international and national conferences.

He was the lead structural engineer for the award-winning SkyDance Bridge in Oklahoma City and played a key role in post-tornado structural evaluations following the 2013 Moore, Oklahoma tornado. Dr. Ramseyer is a Fellow of the American Concrete Institute (ACI) and serves on several technical committees.

Matthew Ranck, P.E., C.M., CFM

Team Leader, Garver’s Oklahoma Aviation

Matthew Ranck is Garver’s Oklahoma Aviation Team Leader, bringing over 26 years of extensive experience in municipal civil engineering, construction management, and airport consulting. He is a graduate of the University of Oklahoma with a degree in civil engineering, and his areas of expertise include infrastructure design, project management, scheduling, quality control, risk assessment, and mitigation. Throughout his career, Matt has overseen hundreds of millions of dollars in infrastructure projects across Oklahoma. For the past nine years, he has focused exclusively on aviation, working daily with state and federal aviation offices to improve airports ranging from small general aviation (GA) to commercial airports across the state.

Matt currently serves on the Oklahoma Aviation Academy (OAA) Advisory Committee for Norman Public Schools. He has a passion for mentoring young people and, as a homeschooling father of three, began teaching the AOPA high school “You Can Fly” curriculum to his homeschool co-op in 2022. This was the first non-traditional high school AOPA program in Oklahoma and the fourth in the nation. Recognizing the need to share this curriculum with other homeschooling groups, he started the P91 CHASE (Christian Homeschool Aviation STEM Education) program at the Rose State College Campus in 2024, serving students across the greater OKC area and beyond. In the fall of 2025, in partnership with Rose State and the ODAA, P91 CHASE is scheduled to offer all four years of the high school aviation curriculum.

Kellie Reed, C.M.

Airport Director, Stillwater Regional Airport

Kellie Reed, C.M., has the pleasure of serving the City of Stillwater as Airport Director of Stillwater Regional Airport. Ms. Reed is an Oklahoma State University Aviation Sciences graduate and has worked at airports in the Southwest, Northwest, Alaska, and South Central regions. Ms. Reed is a licensed pilot who began her aviation career in Airport Operations and Airport Rescue Fire Fighting (ARFF) and developed into leadership roles in airport safety, airport security, and airport planning. Prior to moving to Oklahoma, Ms. Reed led the aviation planning team for an engineering firm in Alaska and supported many airports throughout Alaska and the Pacific Northwest. In her free time, Ms. Reed enjoys spending time with her husband and young children, exploring Oklahoma, learning homesteading skills, baking, and traveling with her family.

Randel Rutledge

Parks Director / Airport Manager Broken Bow Municipal Airport

Randy Rutledge has served as the Airport Manager for the Broken Bow Municipal Airport since 2024. He has served in leadership roles for the City of Broken Bow for the past 8 years. He has enjoyed the opportunities to serve as the Park’s Supervisor, Street and Sanitation Operations Supervisor as well as holding the role of Street Commissioner. He has taken great pride in working for a city that has the Motto “We Can Do Better”. Randy has been involved with the airports maintenance for 9 years and excited to be able to carry the motto “We Can Do Better” over into our aviation community.

Rep. Tammy Townley

State Representative, House District 48

Rep. Tammy Townley was elected to House District 48 in 2018. Prior to her election, she served as Deputy County Clerk in Carter County. Townley previously supervised 13 counties and 108 trainees for a nonprofit organization that helps provide jobs for senior citizens. She also spent 13 years on the Governor’s Workforce Council, helping find solutions for community workforce needs. Additionally, she co-owned and managed The Living Word, a Bible bookstore in Ardmore, for over 22 years. She is a proud graduate of Oklahoma State University, where she earned a degree in marketing, and has one daughter.

Peter Van Pelt, A.A.E.

National Aviation Director, KSA Engineers Inc

Peter is a happily recovering airport manager who worked at seven airports during his management career, including Aspen/Pitkin County Airport, Missoula International Airport, Southwest Michigan Regional Airport, Lambert St. Louis International Airport, Addison Airport, Stillwater Regional Airport, and Shangri-La Airpark. He is a 40+ year member of the American Association of Airport Executives and served on its Board of Directors from 1990 to 1992. He has managed and/or provided senior technical leadership for over 100 airport planning programs since 2001. His areas of expertise include airport planning, airport development, operations and management, public outreach, and regulatory compliance. Peter has been involved in virtually every significant aspect of the airport business and has experienced many firsts in the industry, including serving as the Founding President of the Oklahoma Airport Operators Association and Co-Founder of the SCC/AAAE Accreditation Academy, and being, at the time, the youngest serving member of the AAAE Board of Directors.

Austin Wheeler, C.M.

Airport Manager, Tulsa Riverside Airport

Mr. Wheeler joined the Tulsa Airports Improvement Trust (TAIT) in August 2015 as an Airfield Operations Officer. He graduated from Oklahoma State University in 2015 with a bachelor’s degree in Aerospace Administration and Operations. He has received the designation of Certified Member as well as Airport Certified Employee in Operations through the American Association of Airport Executives. He was in the inaugural class of OAOA’s Oklahoma Certified Airport Professionals. He has completed FEMA emergency training in ICS-100, ICS-200, ICS-300, ICS-700, and ICS-800. In June 2019, Mr. Wheeler was promoted to Airport Manager at Tulsa Riverside Airport, the reliever airport to Tulsa International Airport. Mr. Wheeler enjoys overseeing the day-to-day operations at the busiest airport in the state of Oklahoma.

Caden Young

Airport Director, Guthrie-Edmond Regional Airport

Caden Young is the Airport Director of the Guthrie-Edmond Regional Airport in Guthrie, Oklahoma. In this role, he oversees the daily operations, safety, and development of the airport that serves the communities of Guthrie and Edmond. He works closely with city leadership, aviation partners, and state and federal agencies to support airport growth and maintain compliance with aviation regulations.

Young was appointed Airport Director in 2023. Before joining the Guthrie-Edmond Regional Airport, he worked at Stillwater Regional Airport as the Security and Compliance Coordinator, where he was responsible for airport security programs, regulatory compliance, and operational support.

He is involved in initiatives that support general aviation, airport infrastructure improvements, and community engagement within Oklahoma’s aviation system.

Nick Young, C.M.

Airports Division Manager, Oklahoma Department of Aerospace & Aeronautics

Nick Young was named Airports Division Manager for the Oklahoma Department of Aerospace & Aeronautics in August 2021. Young joined the Department in October 2019 as an Aviation Program Manager.

As head of the Division, he is responsible for the agency’s many airport programs including the Airport Master Record safety and standards inspection program at Oklahoma’s public-use, general aviation airports as well as the airport pavement management program. Young oversees the development and execution of the agency’s 5-year Airport Construction Program (ACP) which provides federal and state grant funding for airport infrastructure and updates to the Oklahoma Airport System Plan (OASP). Other activities within the Division include airspace zoning reviews and related permitting authority in accordance with the Aircraft Pilot and Passenger Protection Act (APPPA), overseeing military training airspace regulations within Title 17, airport grant administration, and outreach for operational/technical support at Oklahoma’s 108 airports within the public airport system.

Prior to joining the Department, he served as an Airport Operations Officer for Max Westheimer Airport in Norman, OK and Construction Assessment lead for the Oklahoma Disaster Recovery Project. Nick ear
