Afton/Grand Lake Regional (Curtis & Tina Tulleson): No new projects.

Bartlesville (Rick Boswell): No new projects scheduled.

Claremore (Eric Winn): Had a pre-construction meeting last week for the ODL’s Project. Started the design phase for a new parallel taxiway project.

Cookson (Dean Martin): No new projects.

Eufala-Fountainhead: No new construction projects scheduled.

Eufala Municipal (Selena Dornan): Completed apron expansion.

Grove Regiona (Lisa Jewett)l: The Terminal Building Project is 75% complete. The new access road is 75% complete and the Taxiway Bravo/Apron Project started construction last month. New PAPI lights to be installed in 2015.

Haskell: No new projects scheduled.

Henryetta: No new projects scheduled.

Hominy: No new projects. Dani Mullins is new airport manager.

Claremore (Eric Winn): Pre-construction meeting this week for RW/parallel TW Project. Engineering a concrete TW to be completed by 2015.

Cookson (Dean Martin): No new projects. Very successful fly-in over the weekend.

Eufala-Fountainhead: Cliff Lapach is new airport manager. No new projects scheduled.

Eufala Municipal: Completed close-out for their Apron Extension #1 Project. Beginning Apron Expansion Project # 2 this year.

Grove Regional (Lisa Jewett): Terminal building, TW Bravo and West Apron Projects are completed. Waiting on road and parking lot project to complete. Curbs and gutters are complete. Base rock is finished, waiting on asphalt. We also purchased a new 100LL truck to better service our customers on the west side of the airport.

Haskell: Building a new 60x60 hangar. Has a new Facebook page they are very proud of called Haskell Traffic. They’ve gained many new customers from this.

Henryetta: No new projects planned. Working with Katherine at OAC to get project’s needs.

Hominy: Rec'd grant for runway resurfacing, but they have put the project on hold for now.

Inola-Dobie’s: Just completed construction on an 80 x 80 hangar.

Eufala Municipal: Working on project to expand their apron.

 

Grove Municipal: T-hangar Project is 100% complete. The Terminal Building Project now has steel going up on new pad and mechanical room in place. The new access road is 50% complete and we had our 1st pre-construction meeting for the Taxiway Bravo/West Apron Project.

 

Haskell: New hangar project is 100%.

 

Henryetta: Recently changed City Managers. Coordinating with him on their airport needs.

 

Hominy: No new projects. Dani Mullins is new airport manager.

 

Inola-Dobie’s: No new projects scheduled.

 

Inola- Buzzard’s: Spoke with Beth Harkcom. She says this is a private landing strip that is open to the public, but she has no interest in OAOA and really doesn’t want me to call her again. Taking this airport off my list.

Miami: Final construction meeting scheduled this week for Runway Project. It is 100% complete.

 

Muskogee: Just completed final inspection on Taxiway C.

July 2014

 

I made contact with 25 airports in the NE region of Oklahoma this quarter. Airports that furnished updated information are as follows:

 

Afton/Grand Lake Regional: Curtis and Tina Tulleson are now running the airport. The airport still has land lease lots available.

 

Bartlesville: Wasn’t able to reach Rick Boswell.

 

Claremore: Completed one hangar and two 50 x 50 hangars are in construction. They are in the design phase of new LED lighting for the parallel taxiway and Omni Directional Lighting, as well.

 

Cookson: Mike Ballard retired and Dean Martin is now the airport manager. A new roof has been put on the FBO and a new sliding security gate was installed.

 

Eufala-Fountainhead: No new construction projects scheduled.

 

Eufala Municipal: Recently completed rehab of Taxiway to include sealing/overlay/striping.

 

Grove Municipal: 8-bay nested t-hangar is complete. Water and sewer line for new terminal project is complete. New access road is 90% complete and footings have been poured for the terminal building. Bids were opened Monday for the new Taxiway Bravo and West Apron Project. 

 

Haskell: Currently platting out 40+ acres to sell for private hangar space. They will access a maintenance fee for each. 

 

Henryetta: No information.

 

Hominy: Tex Bayouth retired. Dani Mullins, acting city manager, is currently overseeing airport operations.

 

Inola-Dobie’s: No new projects scheduled.

 

Inola- Buzzard’s: No new projects scheduled.

 

Ketchum:  Repair to recent runway damage to include new seal/paint should be complete by September 1. Beginning project to add an aqua duct under the runway. Working on land survey for WASP approach.

Miami: Currently constructing taxiway extension and runway overlay. Will begin terminal building update this year.

 

Muskogee: No new projects scheduled. Traffic and fuel sales are up from this time last year.

 

Nowata: Nothing new to report.

 

Okmulgee: Phase 4 of Fencing Project has started. All hangar doors are being refurbished to include repair and paint.

 

Owasso: Box hangar project is complete and no new projects have been schedule to date.

 

Pawhuska: No new projects.

 

Pryor: Preparing to resurface their runway.

 

Sand Springs: No information.

 

Skiatook: Updating runway lights. Completed runway rehab with the exception of the apron. Cobb Engineering is new airport engineer.

 

Tahlequah: Beginning runway repair in August.


Tulsa International Airport:

1.  Terminal Building, Concourse “A” Renovation:

  • Project will be a “mirror image” of renovation work completed on the “B” Concourse in early 2012
  • Project management and design consultant:  Flintco, teamed with Fritz Baily Architects
  • Project budget = $31,000,000
  • Construction began in September 2013, is on schedule, and will take approximately 18 months to complete
  • Delta Airlines has temporarily moved from Concourse “A” to “B” to open up the north half of Concourse “A” for renovation.

2.  Reconstruction of Runway 18L/36R:

  • Approximately 1,200’ of pavement replaced at both the south and north ends in 2011 and 2012 respectively.
  • Phase 3 reconstructed about 7,000’ of runway pavement (all but the intersection with Runway 8/26) in 2013
  • Phase 4 reconstructed the intersection with Runway 8/26 and some taxiway connections
  • Phase 4 contractor is Interstate Highway Construction, contract amount = $13,311,018
  • Work began January 20, 2014 and all airfield work was complete on June 1, 2014

3.  Improve Runway 18R/36L Safety Area

  • RSA’s at both runway ends to not meet current FAA standards
  • Congressional deadline to bring all RSA’s into compliance is December 31, 2015
  • Following years of planning and evaluation of alternatives, the FAA issued a Runway Safety Area Determination on June 24, 2013
  • RSA Determination supports the installation of Engineered Material Arresting Systems (EMAS) on both ends of the runway, combined with displaced landing thresholds and declared distances to bring the runway into compliance to the maximum extent practicable
  • Planning consultant:  Barnard Dunkelberg
  • Design consultant:  Jacobs
  • Expect construction project to bid in summer 2014 in anticipation of a 2014 AIP grant

·         Project is replacing outdated guidance signs with LED fixtures, installing runway distance remaining signs, relocating airport beacon, installing runway end identifier lights on Runway 1L/19R, and replacing Runway 1R/19L VASI’s with PAPI’s

·         Design consultant :  Garver Engineers

·         Phase 1 work completed in May 2013 included a new electric vault and distribution network across the airfield, and Runway 1R/19L PAPI’s

·         Phase 2 contractor is Libra Electric, contract amount = $1,416,240

·         Phase 2 work completed in June 2014 included new guidance signs for Runway 1L/19R and Taxiway “A”, airport beacon relocation, 1L/19R REILs, and runway distance remaining signs

·         Phase 3 is awaiting AIP grant funding

     note:  9 of the last 10 months have seen increases from the same month one year earlier

RVS:

1.  Calendar Year-to-Date (as of 6/30/14) Operations = 55,811, down 20.0% from 2013

2.  Calendar Year-to-Date (as of 5/31/14) Fuel Flow = 1,312,798 gallons, down 9.3% from 2013

I made contact with 27 airports in the NE region of Oklahoma this quarter. Airports that furnished updated information are as follows:

 

  1. Afton/Grand Lake Regional: No new info available.

 

  1. Bartlesville: Project to remove all asphalt and replace with concrete is 95% complete.

 

  1. Claremore: Completed taxiway extension. Working on design for parallel taxiway and Omni directional lighting. Noted he still hasn’t received notice for OAOA dues.

 

  1. Cookson: No contact made.

 

  1. Eufala-Fountainhead: No new construction projects scheduled.

  1. Tulsa- Richard L. Jones/ Tulsa-Harvey Young/Tulsa International: 

 

            Reorganization Effort

1.  As of January 1, 2014, the airports have re-structured their operating lease with the City of Tulsa, and are now operating in a more autonomous manner

2.  The Tulsa Airports Improvement Trust (TAIT) has developed the capability to provide many of its own services rather than utilize various city functions – the change is expected to result in at least $500,000 annual savings in operating costs for the airports

3.  Major items that TAIT now provides for itself include Information Technology, Financial, and Human Resources services

4.  The change includes airport employees now being employed by TAIT rather than the City of Tulsa

 

Tulsa International Airport:
